Define a unit of outcome
Price per million tokens is useful to a provider but rarely represents customer value. A search service may count answers with verified citations, support may count correctly resolved tickets, document processing may count validated packages, and development may count accepted changes.
Quality belongs in the unit. A cheap answer that an employee must fully review or rewrite only moves cost into labor and creates false savings.
Capture the complete cost
For cloud services include tokens, caching, retrieval, tools, network transfer and minimum commitments. For private platforms include server and GPU depreciation, power, cooling, licenses, operations, spare capacity and idle time. Allocate shared components through tags, quotas or measured consumption.
Record model version, use case and budget owner beside every cost signal. Without this context, a spike cannot be traced to a particular change.
Manage capacity as a portfolio
Steady demand may favor a private environment while rare peaks may fit cloud capacity. Compare them under equal requirements for data, latency, quality and availability. An underused reserved GPU is not free, and an unbounded cloud context can exceed its plan quickly.
Routing policy selects a model by task complexity, data class and measured quality. A smaller model serves the routine flow; a larger one is used where its benefit has been demonstrated.
Establish a shared decision cadence
Engineers review anomalies and unused capacity, product owners see cost per outcome, finance sees forecast and commitments, and leadership sees portfolio value. Set budgets and alerts before launch rather than after the first invoice.
Scaling is not decided by utilization alone. Queue time, latency, quality, resilience, data risk and marginal outcome cost belong in the decision so savings do not degrade the service.
